Food Police in Colorado

I love the last item on the list:

Encourage staff to use alternative modes of transportation

But of course. Encourage the STAFF to use alternative modes of transportation. Alternative to what? Does not make clear but of course the term "alternative modes of transportation" is code for mass transit. This is also, as noted in the guidelines for "staff". Does not say if the actual delegates will be encouraged to use alternative modes of transportation but somehow I doubt it.
